James P. Clarke [graphic] / Herbert Conner [painter]. 1899.

James P. Clarke (1854-1916) was a native of Mississippi, who moved to Arkansas in 1879, where he set up a successful law practice in Helena, Phillips County. He was Governor of Arkansas, 1895-97 and U.S. Senator from 1903 until his death in 1916. Clarke served as the president pro tempore of the U.S. Senate, 1913-16.
